Catch limits for Southeast coast to be considered

Annual catch limits for species of fish caught off the Southeast coast will be considered this week as the federal government works to prevent overfishing of the nation's seafood stocks.

The South Atlantic Fishery Management Council, which regulates fishing between 3 miles and 200 miles offshore from North Carolina to Florida, meets Tuesday in Charleston.

On the agenda are comprehensive annual catch limits for fish species including king mackerel, Spanish mackerel, grouper and dolphin, among others.

One proposal reduces the recreational bag limit for Spanish mackerel from 15 fish to 10 fish per person, per day. Another maintains the current recreational bag limit for king mackerel - three per person, per day from Georgia to New York and two per person, per day off Florida's east coast.

There are also limits on commercial fishing.

The mandate to end overfishing was approved by Congress five years ago when it reauthorized the Magnuson-Stevens Act, the nation's main fisheries law.

The act requires the nation's eight regional fishery management councils to devise rules to end overfishing, in most cases involving catch limits. The council that regulates the Gulf of Mexico takes up similar limits next week.

Any action by the councils would be sent to the U.S. Secretary of Commerce for approval.

In a report released last month, the National Oceanic and Atmospheric Administration reported that 40 stocks of fish are overfished in U.S. waters. Those include species such as cod in the Northeast and red snapper in the Gulf of Mexico and off the Southeast.

The South Atlantic Council had instituted a moratorium on both commercial and recreational fishing of snapper. That was lifted late last year in a 4,800-square-mile area off the coast of southern Georgia to central Florida.

Limitations have not always been welcomed by fishermen, and there will be time for public comments Tuesday before the council considers catch limits.

Last year, fishermen and charter boat captains from the East Coast staged a "United We Fish" rally in Washington to demand changes in fishing limits they said were costing dollars and jobs and were based on flawed science.

Holly Binns, a director with the Pew Environmental Group of the Pew Charitable Trusts, said the councils in recent years have taken steps to regulate species already overfished. Now, they're looking at what she called "step two" by seeking to limit the catch on all other species.
