Turkey to host Iraqi energy conference
In a written statement London-based Energy Exchange said Saturday that a conference called “Iraq 2011: Future Energy” will be held in İstanbul for four days beginning from Sept. 26. “At the event, leading industry experts and decision-makers will unveil the significant investment opportunities in Iraq's oil and gas, power, electricity and related infrastructure sectors,” the statement said.
The conference will be an opportunity for industry professionals to analyze Iraq's power sector and see an overview of the investments required by its Ministry of Electricity. The importance of private sector participation and the rules and regulations of Iraq's Independent Power Project (IPP) will also be outlined, as will the problems and opportunities in Iraq's national electricity transmission grid. “The oil and gas, power, and electricity infrastructure sectors in Iraq have been struggling for several years now. An average of 6 hours of electricity is available daily, which causes significant problems, especially during summer. The [Iraqi] Ministry of Electricity needs to raise $29 billion between 2015 and 2030 to meet their strategic plans. The four-day “Iraq 2011: Future Energy” summit will provide the ideal platform to network and learn about the profitable opportunities arising in Iraq,” the statement said, quoting Sidharth Mehta, senior project manager at the Energy Exchange.
The Iraqi Oil Ministry recently announced it will hold its fourth bidding round on Jan. 25 or 26 of next year and has scheduled a road show with foreign oil companies for Sept. 11, despite a proposal in the Iraqi parliament to suspend new oil and gas deals. Those prospective deals have met resistance from the parliament's Oil and Energy Committee, as the committee's chairman, Adnan Al Janabi, proposed a law that would suspend all new oil and gas deals until long-delayed hydrocarbon legislation can be passed. “The second day of the conference will feature speakers clarifying the political and energy situation in Iraq, along with investment opportunities and action plans for downstream projects. In addition, the case for regulating the upstream petroleum sector will be presented, as well as the necessity of mandatory benchmarks in order to maximize success in upstream activities in the oil and gas sector,” Energy Exchange's statement said.
Among key speakers at the four-day conference will be Ali Sindi, minister of planning for the semi-autonomous Kurdish authority in northern Iraq, and Al Janabi as well as leading representatives from Shell International, the Kuwait Energy Company and the World Bank.
